About three-fourths of felony defendants in 2000 were charged with a nonviolent felony. The most frequently charged nonviolent offenses were drug trafficking (17.2%), other drug offenses (19.6%), theft (8.2%), and burglary (7.3%).

Thirty seven States, by 1998, for example, had some expedited briefing procedures in their appellate court systems (table 26). Eighteen States had accelerated or special calendars in some courts for specific case types (table 27), and all but 12 States had some limitation on oral arguments in criminal and/or civil cases.
